COP30: Brazil's Call for a Global Climate Action Mutirão

In his fourth letter to the international community, André Aranha Correa do Lago, the incoming President of COP30, reaffirms Brazil's commitment to a collaborative, global mutirão (collective effort) to fight climate change. He calls on all Parties to the UNFCCC and stakeholders worldwide to unite behind a bold and integrated Action Agenda for COP30.

The devastating May 2024 floods in Rio Grande do Sul, Brazil, sparked a wave of grassroots action. Community-led mutirão efforts mobilized volunteers, institutions, and resources to aid vulnerable populations. This unity now serves as the foundation for Brazil’s vision of global climate collaboration.

Building on the legacy of the Paris Agreement and the Global Climate Action Agenda, Brazil proposes three key goals for COP30:

The Global Stocktake as Our Compass

Brazil frames the first Global Stocktake (GST) as the world’s "Global NDC" (GDC) — a unified direction for climate action. The Action Agenda will mobilize all sectors to support GST goals including:

Inspired by Brazil's own Global Alliance against Hunger and Poverty, the Action Agenda promotes scalable, replicable solutions tailored for local contexts but guided by global alignment. Flexibility and equity will define all efforts to deliver climate resilience for all.

30 Key Objectives for COP30

The Presidency outlines 30 practical objectives across the six thematic axes. From tripling renewables to advancing digital climate technologies, these goals are designed to activate systemic transformation.

Towards a Unified Global Climate Effort

All stakeholders, from governments to grassroots movements, are invited to join "Activation Groups" to implement, monitor, and expand solutions. A new, inclusive architecture for climate action is being shaped to guide the next five years of the Action Agenda.
